The current IRS limits
250 returns per CSV upload, 100 per submission
CSV upload
The IRIS Taxpayer Portal accepts up to 250 data records in a CSV file, excluding its header. Each CSV must contain one tax year and one form type.
IRS submission
Uploading puts the forms into the portal for review. The separate submission step still handles up to 100 forms at a time. You can make additional uploads and submissions.
Larger FIRE files
This converter accepts up to 250 recipient records in the source file. Larger files show a BoomTax filing option, without splitting the file or downloading a partial batch.
Source: IRS Publication 5717, revised February 2026, pages 19 and 27. The CSV limit increased from 100 to 250 in January 2026.
Before you upload to IRIS
A CSV download still needs review
The output follows the IRS's published TY2025 column guidelines. The actual authenticated portal CSV headers have not been verified by this tool. Download the current official template for each form from the IRIS Taxpayer Portal, compare its columns, and copy the reviewed data into it.
FIRE does not identify every required CSV field. Confirm payer TIN and name types, individual name parts, phone types, and every flagged field. Import identifiers as text to preserve leading zeros. A conversion does not establish IRS acceptance or transmit a return.
This tool provides automated conversion for your review. You remain responsible for the source data, completed templates, filing decisions, and IRS acceptance. Use is subject to the site terms.
Common questions
FIRE to CSV FAQ
What is a Publication 1220 file?
Publication 1220 defines the IRS FIRE fixed-width format. Each record is 750 characters. A complete file includes transmitter, payer, recipient, control-total, and end records. This converter checks the structure and counts recipient B records when applying the limit.
Which tax year and forms can I convert?
The CSV tool accepts original domestic TY2025 data. It has mappings for 31 Publication 1220 form types, including 1099-NEC, MISC, INT, DIV, R, and K; supported 1098 and 5498 forms; 3921, 3922, and W-2G. Unsupported fields, corrections, foreign addresses, or inconsistent totals can prevent a download. Some 1099-B transactions cannot fit the public CSV guideline and require another filing workflow.
Can I convert a file containing multiple form types?
Yes, within the 250-recipient source-file limit. You receive a separate CSV draft for each form type because IRS templates use different columns. Multiple payers can be included; the portal requires a transmitter TCC role when uploading for multiple issuers.
Why does the tool create a review draft?
FIRE and IRIS CSV do not contain exactly the same fields. FIRE can combine names into undivided lines and omits payer TIN type, among other details. The converter preserves supported data and identifies missing information for review. Always use the current portal template and resolve the flagged fields.
Is there a total IRS limit of 250 returns?
No. The 250-record limit applies to each CSV upload. The portal allows additional uploads, and its separate submission step accepts up to 100 forms at a time. This free converter caps a source file at 250 recipients and offers BoomTax for larger batches.
Does this site receive my file or generated CSV?
No. Your FIRE file, filename, TINs, names, addresses, amounts, and generated CSV remain in your browser. Following a BoomTax or XML-converter link does not transfer your selected tax data.
Can I use TY2026 data?
This CSV version uses the latest public TY2025 formatting guidelines. It rejects other source tax years rather than changing the year or using an earlier template. The separate XML converter has its own stated tax-year support.
